Question Number: 28778Kicks From The Penalty mark 9/23/2014RE: Adult Peter of Newcastle , England asks...What happens in a penalty shootout if a team have had a man sent off and it goes to 11-10 Answer provided by Referee Joe McHugh Hi Peter Before Kicks from the Penalty Mark begin the referee ensures that the teams equate in number. So the team with eleven players gets to reduce in your scenario by one player, generally the player least likely to make a kick is left out and asked to stay on the sideline. If the player is sent off during the kicks then the teams do not equate and the kicks continue in rotation as previously with no player on the team taking a second kick until every other player on the team still on the field has taken a kick.

If it happened BEFORE the first kick was taken in the kicks from the penalty mark phase, then the other team must reduce the number of its players so that each team has the same number of eligible kickers. After the first kick is taken, the kicks will continue even though the teams have a different number of kickers. In theory, kicks could continue as long as each team has at least one eligible kicker left.
