If a free kick is awarded to a team for a foul in their own (defensive) penalty area - can a pass be made on the restart to another player inside said penalty area?

No. Law 13 under TLOG and AR 13.1.2b (NCAA) provide that for all free kicks (not just goal kicks), the ball must leave the penalty area to be in play. If the ball is touched before it leaves the area, the free kick is retaken..

Hi Phil
All defensive restart kicks inside the penalty area must leave the area to be in play. If the kick does not leave the area the kick or is touched inside the area before it leaves the kick is retaken.
Some incorrectly believe that it only applies to goal kicks. Not so. It applies equally to free kicks

Phil,

The kick by the defensive player must leave the penalty area to be in play. This is covered in NCAA Rule 13.2 on page 67 of the 2014-15 NCAA Soccer Rules and Interpretations Book.
