Question Number: 29188

Kicks From The Penalty mark 2/19/2015

RE: Rec Adult

Russell Montgomery of Sydney, Australia asks...

This question is a follow up to question 29185

Further to the question posed by Darrell of Grafton.

With regard to the momentum of the ball during KFTM " nobody every enquires about, nor has the 'Ask The Ref' team mentioned in the many times this question is asked " is the keeper allowed to make a 'second or subsequent' play at the ball, to stop the momentum (as shown in the two examples from the 29185 question).

We know that they can during a penalty kick that is in the middle of a normal period of time (i.e. not being taken during extended time at the end of the first half or end of the game). However, can they do so when a penalty is being taken (or retaken) in the time extended at he end of the half or end of the game.

If the penalty kick or KFTM is not over until the momentum has stopped (ITHOOTR), then presumably the keeper can make a second or subsequent play at the ball to stop the ball entering goal (under the bar and between the posts and across the goal line). We know the penalty taker (during KFTM) cannot make a subsequent play at the ball following their kick.

Can you please confirm if the keeper can. I believe they can.

Answer provided by Referee Gary Voshol

Absolutely. The keeper gets as many touches as needed to try to keep the ball out of the net.

Hi Russell
Yes the goalkeeper can make as many attempts as he can manage to prevent the ball from entering the goal. It was never mentioned as it was assumed that it was not at question.
Clearly the kicker can only kick the ball once in KFTPM. Interestingly you state that we know the penalty taker (during KFTM) cannot make a subsequent play at the ball following their kick.
The Laws do not spell that out although everyone knows it is a single kick.

Answer provided by Referee Richard Dawson

Hi Russell,
The keeper is entitled to stop the ball to kill its momentum dead! Usually in the cases where he thinks he stopped it, but did not, he fails to grab the ball because he is off celebrating without being aware a goal is forth coming! IF he discovers that ball is moving into his goal, realizes it is so and acts upon that knowledge BEFORE the ball has completely crossed the goal line under the crossbar and between the posts then he would indeed have saved it a second time ! lol

I once had a keeper save the ball and was so excited he threw the ball into the air to celebrate! Once it came down, it bounced in towards the goal, he rushed over to save it, as his teammates were yelling at him that the goal would count. In point of fact as this was a shoot out pk, once he had stopped the ball the PK was over . Him throwing the ball up was a SECONDARY action. HE put the ball in motion . He had effectively killed all momentum of the kicker's effort. This was NOT a rebound or deflection off of him!

Mind you, if this was live play and a regular pk he would have been guilty of a second touch after releasing the ball back into play. AND if he did not regrab the ball before it entered the goal he would be extremely embarrassed as his team kicked off!

Cheers
