I'm not sure what league the original poster is with, but I know that steps are being taken in both AYSO & at least some high schools.

In AYSO, all referees & coaches must now take an online course & pass an exam on concussion awareness. If a child exhibits any symptoms, especially after a hard fall, the AYSO referee (as well as the coach, of course) has has the power to prevent a player from being on the pitch until evaluated by a doctor, who gives written permission. Concussions are certainly more dangerous than wearing jewelry, which the referee can prevent.

In high school, we had trainers who gave baseline tests before the season started. After any head injury, the athlete was required to be tested again & the trainer (regardless of coach or parent wishes) would not allow an athlete to compete if the new tests showed a possible concussion. After that, only doctor approval would allow the athlete back.

Unfortunately, at club level, there was no such concussion training & it was left to the parents. I can understand FIFA not making rules that would affect adults at the professional level, but I couldn't be a referee and allow a child to play that had concussion symptoms...regardless of the 'rules'.

Not all referees are trained in concussion management. Where a referee has the appropriate training he can influence the decision by giving strong advice and direction..
