Question Number: 29479

Kicks From The Penalty mark 6/12/2015

RE: Any level Adult

Sal of Stoney creek , Ont Canada asks...

When is a penalty shot ruled 'done'?

1. As soon as the forward motion of the ball is stopped by the keeper ?

2. As soon as the keeper has possession of the ball?

.....what if the keeper has possession temporarily and then if he lets it go and the momemtum of the ball carries over the goal line due to its spin or wind or bounced off a bump in the ground and went backwards into the goal after the keepers save ... is it still considered 'live'?
And would it be a goal ?

Answer provided by Referee Richard Dawson

Hi Sal,
it is in the opinion of the referee to decide if a PK is done!
It must be done correctly!
It must follow the LOTG in each set of circumstances.

If we are talking about PKs during the actual match . The ball is live, if it remains on the field of play once the shot occurs. If there is no encroachment by either team and the PK kicker and keeper committed no infractions. Play simply resumes once the kick occurs. So if the keeper did as you suggested and perhaps misplayed the ball into his own goal even after stopping the ball completely we have a goal.

This MAY NOT be the case in PKs in extra time or KFTPM where the ball cannot be played after it is kicked and it is NO longer live once it initial momentum is halted by the keeper, it leaves the FOP or has spent its momentum imparted by the PK kicker .

There is no encroachment to worry about as no one but PK kicker and keeper are involved. The PK kicker ...KICKS... the ball, he imparts ...FORCE... that power is directed in the ball flight towards the goal. His contribution is now over, he is a spectator. Only the keeper now, has any chance to affect play.. The ball can rebound off the posts, crossbar and off the keeper in ANY order. If that ball is still moving and happens to pass under the crossbar between the posts to completely cross the goal line it would be a good goal.

You make an important point about keeper possession! IF the referee is convinced that the keeper has halted the force of ball by stopping its movement, by having actual possession of the ball, the PK is ...OVER..., even if it is tossed over his head deliberately into the goal or accidently slips out as he goes forward to celebrate and the ball happened to roll into goal. A whistle could sound here to ensure all know it is finished.

The ..KEY... is the ball has ....no energy.... left from the PK kick.

However, if the referee was of the opinion the keeper had merely made a save by blocking the ball, not retaining possession, not completely halting its momentum and that ball pops free to pass under the crossbar between the posts to completely cross the goal line we have a good goal.

here is a couple of funny links to good goals allowed by unobservant keepers lol

On kicks from the penalty mark, the referee must decide when the momentum of the ball from the kick has ended.

Answer provided by Referee Joe McHugh

Hi Sal
That only applies when the penalty kick is part of Kicks from the Penalty Mark or it is the final kick of the game. The penalty kick is completed when the referee decides that it is. The referee will wait for all the momentum from the kick to be fully expended so the ball can hit the goalkeeper, crossbar, goalpost, and ground before crossing the goal line. The penalty kick will be over when it goes wide, touched again by the kicker or the momentum from the kicki s fully expended.
