This question was actually referred to FIFA by a referee who posts on another refereeing website. His email and their reply are quoted below.

Yes, as for any kick the ball has to be stationary (e.g. free kick, kick-off, goal kick). If not it has to be repeated.

I would like clarification from IFAB as I am getting many different opinions on Law 16 - Goal Kick.

Does the ball have to be stationary for a Goal Kick?

A simple 'yes' or 'no' answer will suffice.

Many thanks for your contribution. It is probably a measure of how poorly the laws are written that such a simple question is not answered clearly in Law 16.
