His email and their reply are quoted below. 'Dear Mr. B....., Yes, as for any kick the ball has to be stationary (e.g. free kick, kick-off, goal kick). If not it has to be repeated. It is probably a measure of how poorly the laws are written that such a simple question is not answered clearly in Law 16.
