Kicks From The Penalty mark 10/14/2015

RE: rec Under 12

Wayne Baker of Eufaula, Alabama United States asks...

Games ends in a tie. 5 players from each team is picked for OT kick-0ff. The first player accidentally nudges the ball forward. The ref. allows the kicker to kick over. Is the a violation and mis-intrepretation of the rules.

Answer provided by Referee Joe McHugh

Hi Wayne
Im not sure what is meant by a nudge forward or how that happened accidentally. If the player in the action of preparing for the kick accidentally moves the ball or the ball only rocks but fails to move then a retake would be appropriate. If on the other hand a player runs up, stumbles and miskicks the ball then the ball is in play and a retake would not be appropriate.

Hi Wayne,
so had a signal been given and he stumbled on the run up or was he fiddling with the ball position and rocked it slightly?? I hold the opinion the ball must discernibly move from Point a to Point b via a kicking motion. A sole drag, foot tap on top or wobble are not good enough for me!The LOTG KFTPM allow for 5 players to try and decide accumulatively the winner by having each team direct 5 shots at the goal . IF after 5 shots each the two teams are still tied then SUDDEN DEATH (SD), the tit for tat continuation where the first team to score but the other team misses ends the competition. The reason I point his out there seems to be a confusion as to the timing and order of the penalty shots. There is no need of a list of 5 more as there are only 6 players available to shoot once the original 5 have shot. SD kicks continue until all 6 have alternately shot then any of the 11 team members can shoot a 2nd time in any order.

The referee has discretion as to when a PK is taken and when it is over. If the signal to begin has been given and the PK kicker errors upon the approach stubs a toe but enough of a foot drag gets by to kick the ball forward technically the PK has been taken. Yet if he fell and say landed on the ball or knocked the ball with his hand say chances are we left him take another run.
This idea of the foot getting to the ball but it not being considered kicked is an OPINION on a fact of play. If the referee has decided it was not correctly kicked into play then he will get the PK kicker backed up and have another run at the ball to continue the PK because it is NOT nor can it be a retake, it is a continuation. Now whether such a case is protestable is up to those league officials who might have to field the request.
Cheers
