Question Number: 29950Law 12 - Fouls and Misconduct 11/30/2015RE: Adult Cindy of Atlanta, Ga Usa asks... A player with an obvious goalscoring opportunity advances with the ball into the opponents penalty area. A defense of player standing just outside the penalty area throws one of his shoes at the ball which causes the ball to be deflected wide of the goal. What's the restart? A indirect free kick, direct free kick, penalty kick, or drop ball. Answer provided by Referee Joe McHugh Hi Cindy Throwing an item by hand which makes contact with the ball is seen as deliberate handling which is punished by a direct free kick or penalty kick. In this instance with the ball being struck inside the penalty area the restart is a penalty kick. As the offence also denied an obvious goal or goal scoring opportunity the player that threw the shoes is dismissed and shown a red card.

View Referee Joe McHugh profileAnswer provided by Referee Richard Dawson Hi Cindy, the act of throwing is considered as an extension of the hand if the item thrown was to hit a person that would be ' striking' as it hit the ball that would be' handling the ball deliberately'. Given it occurs inside the PA and the fact the action denied a goal . The defender would be shown the red card and sent off, his team reduced by 1, and a PK awarded. This is of course assuming the defender is NOT the keeper ,who is not guilty of the foul handles the ball deliberately and as such an INDFK only restart is possible inside the PA with a caution show a yellow card.
