Question Number: 30096 2/10/2016RE: Rec Under 11 Richard of San Dimas, CA USA asks...This question is a follow up to question 30093 Thank you for your response. Just follow up for clarification. The Goalie is on the ground outside the goal line between the goal post and corner flag. The goalie prevents the ball from completely progressing beyond the Goal Line. However, when the Goalie stands up and still behind the Goal Line with the ball in hands is the restart a corner kick or can the Goalie punt/throw the ball away from the penalty area to a team mate ? Answer provided by Referee Richard Dawson HI Richard, WHAT part of the goal line? (1)The part inside the PA to the goal post? HANDS ok (2)OR the part from the PA to the corner flag HANDS not ok = DFK restart Think where is the ball? If the keeper is OUTSIDE the FOP in situation (1) and is standing there holding the ball is that ball still WET from being in the 5 inch wall of water? If the keeper has pulled the ball TOO far off the FOP that it is NOT wet then he has stepped the ball into a corner restart as he was the last person to touch the ball before the ball wound up COMPLETELY outside the FOP. If he did not back up too far managed to stay close enough that the ball did not move completely off the FOP he can step back into the field to punt it away as he has 6 seconds of possession. If he had been inside his netted area if he backed up too far pulling the ball into the goal away off that goal line he would have given the opposition a needless but legal goal If the keeper is outside the PA in situation (2) Your whistle should have gone indicating a DFK against him for handling the ball deliberately outside his PA even before the ball exits the FOP. It is IMPORTANT the ball is either IN PLAY or it is OUT of PLAY it is not trifling, trivial or doubtful, it is a YES or NO decision! Cheers

View Referee Richard Dawson profileAnswer provided by Referee Joe McHugh Hi Richard The answer lies in whether all the ball was over all of the goal line. If it was not then the ball was still in play and if the ball was inside the penalty area then the goalkeeper would be entitled to use his hands in which case he can pick the ball up and punt it. If the ball is out of play then it is either a goal kick or a corner kick depending on who touched it last. If the ball is outside the penalty area still on the field of play then the goalkeeper may not touch it with his hands and it is a direct free kick for handling. From your limited description I would say that the ball was in play inside the penalty area so it is play on with a punt. It makes no difference where the player was stood just the position of the ball.
