if this was a mini match outside on a smaller field unless the ROC has bylaws like indoor soccer prohibiting such an event then possibly. Seems rather redundant though.

Small sided games can and do have unique local rules. I have seen very many variations of all sorts of local rules. It is important for the referee to understand the local rules and then enforce them as required.

In matches played under the full Laws of the Game, such a penalty is legal - the ball must be kicked forwards, that's the only requirement.
In Futsal (indoor soccer played under proper FIFA laws), the laws state that the shot must be taken. So, a pass would be illegal.
7-a-side is a version without official, international laws of the game. So, each competition will make their own rules. It might be allowed, it might not - you may want to ask the referee.
