This question is a follow up to question 30315

thanks for the answer. what if both teams signed the match card and the ref stated that the away team is rewarded with a walk over. Can the executive overturn the decision and order a replay.

Hi Pierre
No decision could be made other than to not proceed with the game. The referee has no powers to do anything other than to referee the game in line with the laws and local competition rules. It is not his decision to make. He is simply there to referee and as there is no game he sends in the match card and a report as to why the game was not played.
The League executive will decide the outcome not the referee. That decision will be based on the competition rules which can include anything from a walkover, a replay, a reversal of the fixture or a void match.
What the referee should have said is that he will report the facts and it is up to the League to decide and to speak with them.
