Question Number: 30392Law 12 - Fouls and Misconduct 5/8/2016RE: Rec Adult Mitch of Ottawa, Ontario Canada asks...After some energetic activity in the penalty area the goalie manages a long clearance towards the mid-field. Frustrated, he yells out for anyone to hear 'Referee, are you blind or stupid!' while he's in his goal area. Clearly this is misconduct that deserves a caution. My first instinct is to restart with an IDFK for the opponents with the ball on the goal area line closest to where the goalie was standing when he shouted. My other instinct is to restart with an IDFK for the opponents at the location of the ball when the goalie was guilty of misconduct. I'm leaning more towards my second instinct. Thanks, Mitch Answer provided by Referee Jason Wright Hi Mitch, This is covered in Law 12. It's the last Indirect Free Kick offence which roughly states that an indirect free kick is awarded for any reason not previously specified in law when play is stopped to caution or send off a player. This part of the law does state that the restart takes place from where the offence occurred - so in your case, it's from the location of the keeper (or the edge of the GA if inside the GA).
