Hi Haji
No. Absolutely nothing wrong here. The kicker has legally feinted, he has not stopped his run up and the goal is good.
Here are videos of the type of illegal feint that is now a caution and an IDFK to the defending team. It is no longer a retake.

It had become a problem in South America where it is called a Paradinha. It is no longer legal and as you can see a world of difference between that and your PK example.

Hello Haji,

your video has nothing to indicate any reason to find fault.
Note that retakes are no longer an option but a loss of possession if indeed the pk kicker has illegally feigned.
