Question Number: 30500Law 13 - Free Kicks 6/10/2016RE: rec Under 19 Dwayne of Toronto, Canada asks...The attacking player is called for offside in the defenders 6yrd area. The team taps the ball forward but does not leave the penalty area. Does the free kick have to be retaken. Many in the game get this wrong. Any kicked restart by the defending team inside the penalty area must leave the area for it to be in play. So on a free kick either direct or indirect Law 13 spells it out that it must leave the penalty area to be in play so it is not goal kicks only that it applies to.. The referee was probably berated for the correct decision with shouts of it is not a goal kick!!

View Referee Joe McHugh profileAnswer provided by Referee Gary Voshol This happened in one of my games a few years ago. The coaches didn't know it, and at least one of my AR's didn't know it. They do now!
It is surprising since the relevant words in Law 13 and Law 16 were almost identical. The revised Laws of the Game, 2016-17, makes it even clearer in Law 13:
'[the ball] is in play when it is kicked and clearly moves except for a free kick to the defending team in their penalty area where the ball is in play when it is kicked directly out of the penalty area'
