Law 12 - Fouls and Misconduct 8/13/2016

RE: Under 12

Scott of Perth, WA Australia asks...

I was referee a u11 miniroos game the weekend a player was tripped. The player that did foul fall to ground with the other player he tripped i was about to penalise him for the tripping then another player close by from tripped players team booting him in retaliation while he was on the ground so i penailsed the player for this instead.
Just would like to know if i made the right call.

Answer provided by Referee Gary Voshol

Sounds to me like there was a tripping foul, immediately followed by misconduct.

You should call the foul, and then send off the other player for violent conduct. The restart is a direct free kick for the team of the player that was kicked.

We rarely need to show cards or send off players in the younger ages, but for out and out aggression like this it must be done. The players need to learn to control themselves.

Answer provided by Referee Joe McHugh

Hi Scott
The first foul stopped play. That was the tripping foul which is the restart. Now the misconduct by any player after that does not change the restart. So the player that subsequently kicked the opponent is dismissed for violent conduct and the restart is still the tripping foul.
That may in some instances look strange in that a team whose player that has deliberately kicked an opponent gets the restart. The Laws in soccer do not allow for a reversal of a decision such as in some sports like rugby where a decision can be reversed for misconduct which is then punished with a free kick.
