This question is a follow up to question 30732

Thank you!! To clarify for others. It's KFPM & tied 10-10 when red misses, & blue 11 (their worst penalty kicker) says he's injured & can't kick. I like your solution, which would work anytime someone on the other team misses. By having the team either kick or forfeit the kick, blue's best penalty kicker doesn't get to kick next.

If red scored, you could reduce to equate & blue's best kicker would kick next, but so would red's best kicker. It would be as if blue had started first, something that shouldn't matter to the referee.

Hi Phil
Should it ever happen which IMO will be extremely rare the referee has to ensure fair play. Referees are expected to use common sense and to apply the 'spirit of the game' when applying the Laws of the Game. If the referee is of the opinion that the Law is being abused for gain then the referee should use the rigour of the Law to deal with such situations.
