Although Wikipedia can be a useful source of information, you have to remember that the only fact-checking done therein, is by other Wikipedia users.
As a general principle, I would say it is unwise to rely 100% on things written in Wikipedia - unless it is backed up by a citation to a reliable, authoritative source (and then you should check the source, so that you are relying on it, rather than Wikipedia itself).
When it comes to pronouncements on the Laws of the Game, I would only accept what is written if it matches either a FIFA or IFAB source - such as the LotG document itself or a FIFA/IFAB circular, etc.
Incidentally, the offending statement (and a couple of other incorrect, misleading or redundant statements) have since been removed from Wikipedia.

I echo the sentiments expressed by Referee Grove. The Laws of the Game along with other IFAB documents are the only official sources that can be relied on.
