As a general principle, I would say it is unwise to rely 100% on things written in Wikipedia - unless it is backed up by a citation to a reliable, authoritative source (and then you should check the source, so that you are relying on it, rather than Wikipedia itself). When it comes to pronouncements on the Laws of the Game, I would only accept what is written if it matches either a FIFA or IFAB source - such as the LotG document itself or a FIFA/IFAB circular, etc.
Incidentally, the offending statement (and a couple of other incorrect, misleading or redundant statements) have since been removed from Wikipedia.
