This must be a local competition rule or guideline. It is not a part of the Laws of the Game that teams should shake hands either at the beginning or the end of a match.

What you mention is not part of the Laws of the Game yet part of a competition rule. Many high levels competitions have such pre match ceremonies set out in a schedule from providing rosters to entering the field of play plus handshakes, coin toss etc. Much of that is managed by a match co-ordinator with exact timings etc.
So if there is a competition rule about a pre match handshake then that is what is observed. If there is no mention of a post match one then it is a matter solely for the teams on the day.
