Question Number: 30979Law 12 - Fouls and Misconduct 10/30/2016Jandourek of Liberec, Czech Republic Czech Republic asks...Hi, my question is about fouls inside the penalty area. When is it promising attack (yellow card) and when not (without yellow card)? Is eventually any change because of new DOGSO fouls assessments? (I mean yellow card for DOGSO inside the box). Answer provided by Referee Joe McHugh Hi It is left to the referee to decide was is promising or what is not. It is what it says. Is the attack promising in setting up a goal scoring chance which can include numerical superiority, position on the field of play etc. IFAB the law maker has changed the law in respect of denying a goal scoring opportunity. Now if an opponent makes a genuine attempt to play the ball and it results in a penalty kick the disciplinary sanction will be a caution not a dismissal in a normal DOGSO situation. If however it does not involve a genuine attempt such as a pull back, jersey pull, deliberate handling or a push or it does not result in a penalty kick the referee will still send the player off for a DOGSO.

View Referee Joe McHugh profileAnswer provided by Referee Richard Dawson Hi Jandourek, interestingly FIFA has asked us to consider the INTENT of the players action a vast difference from the previous protocols where you added up the criteria and if it was met, off you go. The idea that a player who makes a legitimate challenge for the ball but creates a foul versus a player who simply tactically eliminates the scoring threat with out worrying about the ball in any way is new! Personally I rather like the concept that a PK is in fact the scoring opportunity has me wondering why not delay showing the card until after the PK is taken if it is just for DOGSO not a SFP or VC . IF scored show the yellow if missed show the red ! lol Plus I really dislike the DOGSO for handling given so many incidents are NOT deliberate fouls. They NEED to be blatant beyond question not a ball arm fuzzy maybe. The fact that holding fouls are continuous foul and we apply advantage if they get into the PA still gripped, again could make the PK result part of the equation. These are simply my opinion do not take what I say seriously . lol
