Question Number: 31091Law 12 - Fouls and Misconduct 12/6/2016Bob of Corvallis, Oregon United States asks...Where should the re-start indirect kick be taken on a back pass that was deemed illegally handled by the goal keeper, from the spot the player kicked it to the keeper or where the keeper illegally handled the ball? Answer provided by Referee Gary Voshol The offense didn't happen until the keeper handled the ball. (It's perfectly all right for a teammate to kick a ball toward the goalkeeper.) The restart happens where the offense occurred, where the keeper handled the ball. The exception is if this was inside the goal area; in that case the restart is moved to the long edge of the goal area (aka the 6-yard line) nearest to where the offense happened.

View Referee Gary Voshol profileAnswer provided by Referee Joe McHugh Hi Bob The offence is from where the goalkeeper handled the ball so that is the location of the restart. There was no offence until that handling actually occurred.
