Hi,if you could just remind me.
Blue shirt gets pulled back by Red shirt.
I whistle for a free kick,just as I whistle a harsh tackle comes in from other Blue shirt on Red shirt.

Hi Steve
Well the restart is a direct free kick to Blue.
Now disciplinary action is taken against 2nd Blue player with a caution for the reckless tackle. The referee then has to decide whether the pull back by Red also merits a card for a tactical foul.
Mechanics suggests that 2nd Blue needs to be cautioned first for the reckless foul and then a card decision needs to be made on the 1st Red offence if any.

Hi Steve,
If your question is how to process the offences and subsequent disciplinary actions then ref McHugh's answer is correct and gives exactly the procedure to follow. You must always penalise the offence that occurs first. The second offence cannot be a foul as play had in effect, stopped when the referee decided to penalise the first offence, but it can be sanctioned as misconduct.
