I have a question about a particular play. For example both an attacker and defender are looking to win the ball but both raise their feet high as in a dangerous manner and they both hit or kick each other at the same time, is it a foul from both players? Would you send both players off? How would you restart in this situation? Is it a 50-50 ball?

The technical answer is for simultaneous foul is a dropped ball yet in reality they are never simultaneous. For me I tend to give it one way or the other or if they are equally guilty I may let play continue. That may draw a complaint from the player that loses out to which I usually reply that both players boots are up.
If there is heavier contact by one if the players I will give the foul against that player. The important part is to effect change in players playing behaviour. Safety is key so deal with the manner if the challenges.
