Question Number: 31955Kicks From The Penalty mark 10/29/2017RE: Amateur Adult KHAYA SANI of Upington, Northern Cape South Africa asks...I want to know after full time and extra time is been played and the game goes to Penalty can the Goalkeeper be substituted Answer provided by Referee Joe McHugh Hi Khaya An injured goalkeeper is the only player that can be substituted after extra time and during Kicks from the Penalty Mark PROVIDED that the team has not used all its available substitutions. The team is the sole judge of the injury. If it has used all its substitutions an outfield player can replace the injured goalkeeper and the opponents get to reduce its number by one to equate to the same number as its opponents. I know of one team who substituted its goalkeeper in the last minute of extra time in a Cup Final as he was a better penalty shot saver.

View Referee Joe McHugh profileAnswer provided by Referee Richard Dawson HI Khaya, technically only the players on the FOP at the end of the match are eligible however IF the keeper is injured and the team still has substitution options available he can be replaced . If there are NO substitution options then a field player takes his place and the opposition get to remove a player to compensate the numbers. Cheers
