Question Number: 32115Law 12 - Fouls and Misconduct 12/19/2017RE: Adult Paul logue of Leicester, Leicestershire England asks...Question: following Matics booking it got me thinking - if a team are deliberately time wasting over a free kick and there are, say three players over the ball, does the referee book all three? Answer provided by Referee Richard Dawson HI Paul. Merry Christmas. while referee has a great deal of discretion to caution players for such things we generally do not hand out mass cautions for technical offences. We generally choose the instigator or even select one who is NOT already on a caution. That's not to say we do not chew them out or warn them they are on thin ice! Cheers

There are a number of situations where this happens including players jumping into the crowd, group encroachment at a free kick, mobbing of the referee etc. The referee will pick the most obvious instigator rather than throwing around cards like confetti.
