Hi Muhammad,
It's a little difficult to give a clear and simple answer. Firstly, not all of the 'changes' mentioned in the video are actually changes (some just re-state or reinforce pre-existing laws) and some of what the video says, while related to actual changes, are mis-statements of what the changes actually are.

What I can tell you is that nothing mentioned there is related to changes for the Premier League only, they are all related to the Laws of the Game which apply world-wide. There were indeed a large number of changes made to the Laws in the 2016-17 edition but that video doesn't perhaps give the best summary of them. I think the link below gives a better summary:

Also, please note that the video refers to changes made for the 2016-17 season. There were more changes made (and in force already) for the 2017-18 season.
