If a child in the 8 grade fails 2 class one class by 1 point can they try out for soccer

Really we would not know the answer to this. I suggest you contact the organizers of the tryouts in your area.

This would be something that would be subject to local or high school regulations rather than the rules (NFHS) or laws (IFAB). The link provided by ref McHugh may well contain some useful information
