Hi Mike
In NFHS the defending team may change the goalkeeper prior to each penalty kick. So an onfield player can also be used
In FIFA games the referee must check the competition rules on this. In competitions using unlimited substitution rules and in the absence of a specific rule only players on the field at the end of regular play will be eligible to participate in kicks from the mark. A goalkeeper can be substituted for an injury provided a team has not used all its substitutes. If all substitutes have been used then a player on the field of play has to be used.
In all situations the referee should be informed of the change.

Hi Mike,
Under NFHS rules any player who has not been disqualified may participate in kicks from the penalty mark, whether they were on the field at the end of the game or not - and the keeper may be changed before each kick. So yes, the goalie can be switched for an outfield player either before the kicks start or before any of the subsequent kicks.

In games played under IFAB Laws the keeper may also be switched with an eligible outfield player before or during the kicks but there is a slight difference in that only players who were on the pitch at the end of the game may take part.
