Question Number: 32873Law 12 - Fouls and Misconduct 11/12/2018RE: Competive Adult Derrick Joseph of Mumbai, Maharashtra India asks...If the goalkeeper handles the ball which is outside the penalty area while standing inside the penalty area, is it an offense of a hand ball?
Answer provided by Referee Peter Grove Hi Derrick, Basically, yes it is. It doesn't matter where the goalkeeper is, it only matters where the ball is. So long as the ball is completely outside the penalty area (so not even the tiniest sliver of it is still overhanging the line) it is a handling offence for the keeper to touch it with the hands.

It makes no difference where the goalkeeper is located just the location of the ball and the location of the hand. If all the ball is over all the penalty area line the goalkeeper cannot use his hand to touch or play the ball. To do so is punished by a direct free kick and it may result in a card if the offence was tactical in nature or denied an obvious goal or goal scoring opportunity.
