Question Number: 33275Law 12 - Fouls and Misconduct 4/26/2019RE: All Derek of Cary, IL USA asks...This question is a follow up to question 33272 Mr. Grove's PIADM example of a defender's high foot leading to the attacker backing off his header attempt made me think: Could a case be made for a DFK/PK for 'Kicks or attempts to kick an opponent?' It seems like a stretch as the word 'attempts' appears to suggest intent is necessary for this portion of the foul. This is rare but then again, a DOGSO for a IFK offense is already rare, so theoretically this could be considered. Curious about your thoughts. Answer provided by Referee Peter Grove Hi Derek, It could potentially be seen as a DFK attempt to kick, but for me, an 'attempt to kick' offence is more often in the nature of a tackle or challenge on an opponent with the ball, where the usual reason there was no contact was because the player saw the challenge coming and avoided it. It is also where any attempted kick would be in the nature of a kick out directly towards the opponent. This is different to the most common type of PIADM offence where the ball is in the air in between two players and one raises their foot in an attempt to play the ball but raises it to a dangerous level, often in the process preventing an opponent from playing the ball for fear of injury.

Unless it was a deliberate attempt to kick which would be unlikely in PIADM I could not see it as an DFK. For me there would have to be contact for a high boot to be a penalty kick which then makes takes it out of DOGSO area into possible Serious Foul Play.
