Kicks From The Penalty mark 7/11/2019

RUPAK RAI of Darjeeling, West Bengal INDIA asks...

It was the last shot of 5-5 penalty shootout. If the last shot is in the second team wins but the shot was taken before the whistle was blown and it was away from the goal post ie no goal..In this circumstances what should be the right decision? Penalty shot should be retaken or the penalty should be draw. Please suggest the correct decision.

As the penalty kick was taken BEFORE the whistle / signal the penalty kick must be retaken in all circumstances that is goal or no goal.
It may seem harsh to go with a retake yet if a goal was scored the opponents would be complaining that the goalkeeper was not ready.
The learning point for referees is to ensure the kick does not proceed without a whistle. In Kicks from the Penalty Mark there are only two key items to attend to and that is to ensure the ball is on the mark and the goalkeeper is on the line. An astute referee will be in control of these so as to either signal promptly or prevent the kick so that the kick without the whistle question does not arise.

Hi Rupak,
by the letter of the law the Pk is to be retaken if it occurs without the referee (signaling aka usually whistling) it to go ahead. Yet were the teams ready and did the referee indicate with any signal? A hand wave, or a verbal command to go ahead? If so the case could be made to go to the next phase, sudden death or if a tie is sufficient, to leave it at that point. There is a case to be made if the Pk is retaken to caution the kicker for possible USB

Generally the referee should at each shooting opportunity from the spot, get eye contact from the pk kicker, point at and say WAIT for the whistle, receive an affirmative nod or verbal yes & only then hand the ball to the PK kicker so the ball can be placed on the PK spot. This eliminates any doubts at all.

Hi Rupak,
Based on the requirements of the law, a penalty can only be taken after ''the referee signals for the penalty kick to be taken.''

If there has been no signal, the kick is not valid and must be taken again, no matter what the outcome is.
