Question Number: 33554Law 14 - The Penalty kick 8/2/2019RE: rec Adult Sahid Mohamad of Champaign, Illinois USA asks...With the new penalty rules, can the goalkeeper still move from side to side, jump in place or wave arms during a penalty kick?or is the goal keeper not allowed to move until the shot is taken? The part on not touching the goal posts, crossbar and net is pretty clear. Answer provided by Referee Joe McHugh Hi Sahid The only changes are that instead of two feet on the line at the moment of the kick one is now allowed plus no touching of the crossbar and nets. In essence it is not significant changes.from the way it has been for some time.

View Referee Joe McHugh profileAnswer provided by Referee Peter Grove Hi Sahid, As ref McHugh says, the only things that have changed in terms of the goalkeeper at a penalty is that they now only need to have one foot on or above the line when the kick is taken - and they must not touch the goal frame or goal nets. Everything else remains the same.

View Referee Peter Grove profileAnswer provided by Referee Richard Dawson HI Sahid, The issue now as I see it with a foot on the line generally it is that foot that moves off that line as the PK occurs and you could see how overly strict they were at the recent woman world cup with the VAR punishing mere millimeters. I have to wonder if we see more repeat PKs ? Cheers
