Gregor MacRae of Harlow, Essex United Kingdom asks...

Eric Lamella was fouled and Martial received a red card in Sunday's game.Why wasnt it a penalty as well.Was it because the ball was on the corner quandrant and not in play?

Hi George
Yes you are indeed correct. As the ball was not in play the restart does not change for an offence committed while ball is out of play.
It was misconduct and the game restarted with a corner kick.

Hi George,
The very first line in Law 12 - Fouls and Misconduct, states as follows:

"Direct and indirect free kicks and penalty kicks can only be awarded for offences committed when the ball is in play."
