Question Number: 34752Kicks From The Penalty mark 11/6/2022RE: Adult Rob Huntley of Milton Keynes, United Kingdom asks...If a goalkeeper was to be injured during a penalty shoot out, can he be substituted if the team has not used all their subs, or can he be replaced by another player. Answer provided by Referee Richard Dawson Hi Rob, IF the team has NOT used all its substitute 3 stoppages in professional with a 4th stoppage in extra time possible or if you are grassroots with unlimited substitute options the keeper is permitted to be substituted from the bench. If they have no substitute options an on field player can replace the keeper. Cheers

View Referee Richard Dawson profileAnswer provided by Referee Joe McHugh Hi Rob If a team has NOT used all its substitutions in the game then an injured goalkeeper may be replaced by a nominated substitute during Kicks from the Penalty Mark.
If a team has used all its substitutions then the only option is for one of the players on the field of play to take over the goalkeeping duties.
A goalkeeper can be changed at any time with an outfield player which is done at a stoppage and with the referees permission. I have seen this happen at Underage where perhaps an outfield player may be considered a better shot stopper so that player can change places with the goalkeeper before or during KFTPM
