Question Number: 35311Law 12 - Fouls and Misconduct 1/2/2024RE: Amateur Adult Mühenned Elseyho of Onikisubat, Kahramanmaras Turkey asks...The defender passed the ball with his foot to his goalkeeper during routine play. The goalkeeper was not paying attention. The ball went towards the goal. The goalkeeper was able to catch the ball in the last moments, as he threw himself and caught it in front of the goal line. What was the referee’s decision? Indirect free kick to the opponent? Red or yellow card for the goalkeeper? Or nothing? Answer provided by Referee Joe McHugh Hi Mühenned
Not paying attention is not a defence in committing an offence.
A referee will see a deliberate kick to the goalkeeper or a place that the goalkeeper can use his hands. When that happens the IDFK will be called.
There is no card for this offence as the goalkeeper is expected to use his hands to stop the ball entering the goal.

the infringement for a deliberate kick of the ball to the keeper is a INDFK from inside the PA where it occurs. (subject to the special circumstances within their goal area! The ball is pulled straight back on the 6 yard goal area line running parallel to the goal line!)
If the referee is of the opinion this was the intent of that player, their keeper CANNOT use their hands! I suppose a team mate or coach could be yelling, no no do not pick it up it was kicked too you it is not a deflection. Usually though there is no time or reason to do, as most keepers should be cognizant of what is going on! An inattentive keeper sounds like a liability on the pitch as they are usually a general that sees everything from the back.
A neutral referee should not really warn the keeper, either verbally or by body language, like by raising the whistle to the lips ahead of the hands on the ball unless perhaps in a youth match? There is no card, only an INDFK if the hand on the ball occurs inside the PA. There COULD be cards if the keeper handled it outside the PA. lol
