Verbal offences are one of three offences which are dissent, offensive insulting and abusive language and verbally distracting an opponent during play or at a restart.
You will note that all these offences involve a card so if there is no card there is no IDFK restart.
All in the game know that once a card is issued during play that there has to be a free kick restart. In verbal offences it os an IDFK restart.
In the case of verbal offences from the technical area a referee should wait until the ball is next out of play and then take the appropriate action. It does not change the restart.
