Question Number: 661Law 14 - Penalty kick RE: rep. Under 13 of , canada asks...On a penalty kick, there is no goal on the rebound unless the ball has been touched by another player.......Can the other player be the keeper. We were awarded a goal today when the kicker put in the ball on the rebound after it was stopped by and touched only by the keeper. Answer provided by Referee miller Yes, the keeper is considered to be another player, so a rebound off of her would satisfy the requirements of Law 14.

As stated in Law 14, the ball must be touched by another player before the original kicker may play it a second time. In your scenario, the keeper played/touched the ball, making it fair for the original kicker to play it again...Thank you for your question.
