Question...

During the 2nd half of a tied match the blue substitute is warming up off the FOP in-between the corner flag and the Penalty area to the right of his blue keeper.

The red team takes a shot that looked like it "might" have been finger tipped saved by the keeper off the goal post and rolls along the edge of the penalty area, along the goal line towards the corner flag where as it is about to roll out the nearby blue substitute chooses to play the ball and redirects it towards the corner flag. The AR looking across is 100% sure the ball had NOT fully crossed the goal line & raises the flag wiggling it to indicate the blue substitute has interfered with play, not that the ball was out of play .

The CR & AR both fairly certain the keeper had not touched the ball and it was destined to be a goal kick not a corner kick .
The blue substitute claims he thought the ball was out and was redirecting it to the corner for a red corner kick thinking his keeper touched it .
Then based on the location of the interference outside the FOP the blue substitute is outraged when the CR points to the PK spot shows a yellow card cautions the blue substitute who vents his displeasure at both the AR & CR, who then shows a 2nd yellow card and then a red card.
