Hello,

This question has to do with college ball (and there might not be any difference between college and high school regarding this area):

The goalies touches the ball outside of the box (with his hands) - direct or indirect?

Not even US High School or College have been dumb enough to change this. If the referee decides that the keeper has deliberately handled the ball outside his own penalty area AND that the offence was not trifling, it HAS to be a Direct Free Kick. There can be no IFK's for deliberately handling by ANYONE outside the penalty area

Direct, Direct, direct. This is deliberately handling the ball, a direct free kick offense.
