TODD of St. Charles, USA asks...

WHAT CONSTITUTES THE BALL BEING "TOUCHED" FOR AN INDIRECT FREE KICK?
MAY THE FIRST TOUCH OF AN INDIRECT FREE KICK BE A PLAYER "TOUCHING" THE BALL WITHOUT THE BALL ROTATING IN ANY DIRECTION AND THE 2ND TOUCH BEING A SHOT DIRECTLY IN THE GOAL? DOES THE GOAL COUNT?

If the goal counts, where can I find your response supported with documentation from a FIFA rules book?

To be in play, the ball shall be moved in any direction. NFHS Rule 13, Sect3, Art 2.

The Laws of the Game do not apply to US High School, unless your league is different.

In the LOTG (FIFA), the ball must be kicked and moves to be in play for the taking of a free kick (direct or indirect). High School rules do not use FIFA, but actualy a "bastardized" version of FIFA. Ref Fleischer has given you the NFHS ruling.

The ball must be touched by kiker (obviously) and any other player before going in.
