This question is a follow up to question 14013

According to FIFA, what is the definition of the ball being "kicked" on an indirect free kick (IFK)? I know the ball no longer needs to move one complete circumfrence, but must the ball be propelled (e.g. tapped in any lateral direction with foot) or, is it permissible to have the first kicker touch the ball with the sole of his foot, moving the ball not at all, for this to count as being "kicked?" I realize High School rules permit this, but what about LOTG?

When the ball and foot make contact. The ball must move which means that it moves position or wiggles a little is considered movement.

No Law or rule permits the ball to be touched with the foot and not move. All require it be kicked and moved. US Soccer says a kicking motion and the ball moving enough so the referee sees the movement.
