Question Number: 14269Law 13 - Free Kicks 10/25/2006RE: Competitive Under 19 Richard B. Czechowski of San Diego, CA 92128 asks...This question is a follow up to question 14013 According to FIFA, what is the definition of the ball being "kicked" on an indirect free kick (IFK)? I know the ball no longer needs to move one complete circumfrence, but must the ball be propelled (e.g. tapped in any lateral direction with foot) or, is it permissible to have the first kicker touch the ball with the sole of his foot, moving the ball not at all, for this to count as being "kicked?" I realize High School rules permit this, but what about LOTG? Answer provided by Referee Ben Mueller When the ball and foot make contact. The ball must move which means that it moves position or wiggles a little is considered movement.
