This question is a follow up to question 14494

Re: 14494, subbing at a PK.

Be careful stating USYSA cannot sub here. The original post is from NY. Region 1 is implementing "sub at any stoppage", and it could apply to that game. Or it might not yet be implemented for that league.

Depends on the league. FIFA says at any stoppage, but most youth leagues state specific instances such as own throw in, goal kick, injury, and goal. Check league policies.

Right Gary. That's why I said "almost" never. This is changing. Many State youth soccer associations are thinking about changing to FIFA rules on substitutions.
