Does this substitute have to be in the game at the time of the foul? thank you Answer provided by Referee Ben Mueller Depends on the league. In all cases you can replace a field player for the keeper. In international matches you could sub a player from the bench in. In other matches it depends on the league policy whether or not players from the bench can come in.

View Referee Ben Mueller profileAnswer provided by Referee Chuck Fleischer Michael, in USYSA you may not substitute during the stoppage in play for a penalty kick UNLESS there was an injury associated with the foul play -- then both teams may substitute players.
If you mean: "May I have an outfield player change places with the goalkeeper". That is your right under Law 3, so long as the referee is notified before the change is made. The referee may not refuse this right. If an outfield player and the goalkeeper change places without first notifying the referee both are cautioned and shown the yellow card for unsporting behavior.
