What if someone is not giving you the required ten yards on a restart? Is that a yellow card offense?

Yes it is an offence, but it does not come under LAW 13, it is actually under LAW 12(FOULS AND MISCONDUCT). The yellow card shall be issued under UNPSORTING BEHAVIOUR.

Couple of things here. It can be a yellow card if in the opinion of the referee it is persistent and constitutes unsporting behaviour. This one though should never be an issue. The center referee should be the one that ensures that the ten yards is respected. A side note to this of course is if the teams are executing quick restarts. At the youth level I ask the coaches at the beginning of the game if that is a technique they teach and should I expect it from their players. If they do utilize it then the ten yards is not important to the team because they choose to restart quickly
