Kicks From The Penalty mark 6/7/2007

RE: Comp Under 17

Gino of Cambridge, Canada asks...

So we are in FIFA penalty kicks ( OT ) and one of the players kicks the ball and it hits the cross bar, then hits the goalie in the back of the head and goes in the net, is this a goal ?
I realize it would be during regulation play - but would it be in a shoot out ?

Following Law 17 in the Laws of the Game, there is a section on Procedures to Determine a Winner, including Kicks From The Penalty Mark (KFTPM). There is a bullet point which says, "Unless otherwise stated, the relevant Laws of the Game and International F.A. Board Decisions apply when kicks from the penalty mark are being taken."

Since the goal would have counted during the game, the goal counts during the KFTPM. The kick is not over until the referee decides that all the kinetic energy imparted by the kicker has been dissapated.
