Kicks From The Penalty mark 6/25/2007

Dear Referee Panel,

During KFTPM to determine a winner the following happened:
I signalled for the first kick, keeper jumped off his line and stopped the ball. I ordered a rekick because of the keepers infringement. Then the kicker made a taunting gesture with his face at the keeper. I showed the kicker a yellow card and then showed him a red card for his second caution and ejected him.
Now kicker #2 comes up to take the kick. Same thing happens again the keeper jumps off his line and makes the save. I order another retake and I have a nice discussion with the keeper about not jumping off the line again.
Now kicker #2 is replaced by his teammate kicker #3. He takes the kick and scores. That all happened on the first group of kicks from the mark.
Everything went smoothly until the 5th round when kicker #2 came to kick again. I informed him that because he had already kicked he was not able to kick again until everyone on his team had taken a kick. His team complained and someone else came to take the 5th kick, which went wide left causing them to lose.
Now that I look back on that I question what defines a player as having taken a kick? I assume that when kicker #2 took a kick he was not able to kick again until his entire team kicked even though that kick was retaken by a different teammate.
I cannot find this clearly stated anywhere so I am asking you. What defines a player as having taken a kick in KFTPM? Does that mean they have attempted a kick or does that mean they completed their team's half of that group?

Ryan, I think you goofed up. Since there was no result from the kick that #2 took, he never took a kick at all. So when he came up to the line as the fifth kicker he should have been allowed to take his kick - the first one that counted for him.

Look at it this way - that's one more mistake out of the way that you'll never have to make again.

Ryan here is a suggestion for you when faced with Kicks From The Penalty Mark in the future.

Turn over your note paper and make a 2x5 grid on it with enough room to write the result of each kick taken and the number of the player taking the kick. If kicks progress beyond the first 10 check the number of each player arriving to take a kick against those written on your grid. If the number is absent he is a valid kicker. After he kicks write his number down and the result of his kick.

Problem goes away!!

A player is not considered to have taken a kick unless there was a result. If it was a rekick, then he has not yet taken a kick.

Hi Ryan,
oops well now you know. There must be a result be it a miss or goal for the PK kicker to have used up his chance! The 2nd player did not actually get to complete a kick and you dismissed the first player before his kick was taken so player 3 actually took his team's first pk correct? Player 2 was still available within the pool of players and by disallowing him the game could be protested as it is contrary to law
