High School Substitutions

At today's high school match, a coach who is also a referee, criticized us for insisting that substitutes were not permitted to enter the field until the player being replaced left the field. He said that is only a FIFA thing.

I checked the Procedure for Substitution in the NFHS Rules Book. I could not see where it was specified that substitutes must wait for the player being replaced to leave the field.

For high school matches, may I wait for the exiting player to leave the field before beckoning the substitute to enter the field?

We do not use a separate scorer/timer.

Substitutes are not to enter until they are beckoned by the referee, beckon them on when you choose. Interesting note here, there are three occasions when a coach may substitute a player without having first reported to the scorer or to the nearest official. Know what they are? I do and I force the teams to comply with the substitution procedure as written because it is so screwed up and maybe the coach will bitch to NFHS and get it changed...
