Question Number: 20105Law 15 - Throw In 9/29/2008RE: Rec. Under 16 Louis Ugalde of Riverside, CA usa asks...This question is a follow up to question 20049 Will a throw-in be legal if one foot is inside the side line the the other one outside. Is it a retake or do the other team gets the ball. Answer provided by Referee Gary Voshol From Law 15, Throw-In: 'Procedure At the moment of delivering the ball, the thrower: ? faces the field of play ? has part of each foot either on the touch line or on the ground outside the touch line ? holds the ball with both hands ? delivers the ball from behind and over his head ? delivers the ball from the point where it left the fi eld of play All opponents must stand no less than 2 m (2 yds) from the point at which the throw-in is taken. The ball is in play when it enters the field of play. After delivering the ball, the thrower must not touch the ball again until it has touched another player.' Note the 2nd bullet point. It only specifies where *part* of the foot must be. If part of the foot (the heel) is on the line, the other part of the foot (toe) could be inside the line. But the whole foot cannot be inside the line. If the throw is not taken properly, the other team gets the ball to try to do it correctly.
