Question Number: 23187Kicks From The Penalty mark 4/26/2010RE: travel competive Under 13 janet neely of greenwood, indiana usa asks...Can you change goalies when going into penalty kick shootout? It was a field player and they put her in as goalie for shootout. Answer provided by Referee Joe McHugh Hi Janet Yes a team can change its goalkeeper at any time during the game including kicks from the penalty mark. The only requirement is that the referee is informed of the change. Indeed if a team had one substitute left to be made and the goalkeeper got injured in KFTPM a team can use that substitution to bring on a substitute goalkeeper.

Changing positions is not considered a 'substitution.' A true substitute, however, may only enter for the keeper if the keeper becomes injured during the kicks.
