Kicks From The Penalty mark 5/3/2010

This question is a follow up to question 23187

In regards to changing keepers for kicks form the penalty mark, isn't that determined by the rules being used? The high school league doesn't use FIFA straight out but as a guideline. I saw kicks to determine winner of regional opponents the other night where one team used two keepers on alternate kicks. Any where else do something similar?

Even in HS rules, a field player can change places with the keeper for any kick, as long as the referee is informed ahead of time. This is true for both PKs during the game and the final tiebreaker with KFTPM.

The rules of competition will affect how the kicks proceeds. Indeed, the NFHS high school rules only provide recommendations for determining the winner in a tournament or league competition. So, each high school district may have a different approach.

One major difference between the high school recommendations and the laws of the game, however, concerns who can participate. Any rostered team member (unless shown a red card during the match) player may participate under NFHS, where the laws restrict the participants to the 11 (or less) who were players when the match ended and permit a substitute for the keeper only if the keeper becomes injured.

Any of the players allowed to participate in the taking of kicks from the penalty mark may also be the goalkeeper. Only if the keeper is injured may any of his teammates NOT participating in KFTPM come in as a substitute for the keeper
