Question Number: 23932Kicks From The Penalty mark 9/14/2010RE: competitive Adult Kevin Scott of Sheffield, UK asks...It's a penalty shootout. The kick is taken, the ball bounces off the keeper back towards the penalty taker and therefore losing its forward momentum. But the ball has a lot of spin on it and bonuces back and rolls into the goal. Is this a goal? Answer provided by Referee Joe McHugh Hi Kevin Yes it is a goal. The referee decides when the kick is completed and in this case the referee waits until the momentum imparted by the kick is over.

I'll bet you saw the video of the Moroccan keeper who celebrated his supposed save, only for the ball to roll behind him into the net, didn't you?

View Referee Gary Voshol profileAnswer provided by Referee Dennis Wickham The referee must decide when the kick is completed without regard to 'forward' momentum. As long as the ball is still moving, the referee should wait and see what happens.
